problem with usb ports

i am trying to install windows 7 on my new build computer but i am having this problem. my keyboard mouse and such works when i am in bios but when i plug in my usb with windows on it nothing works. and yes i have made sure everything is plugged in to 2.0 usb ports.

did you try to connect the USB in rear panel instead of front panel?
if you did and still facing the issue try to make the boot order on the USB and then plug the USB and restart. that way system automatically boot from the usb instead of disk drive and you won't need the keyboard to enter something.
if you're using USB keyboard try to enable the USB keyboard option in the boot menu. and if your motherboard is old some times they cannot detect USB keyboards in boot and you should use PS2 keyboards instead.

Just curious, did you make sure to convert your usb stick into a bootable drive with a program like rufus? Like iXeon said I'd make sure you tired the rear usb slots if you haven't I had this problem when I installed mine, had to the usb in the rear in order for it to recognize for some reason.
