Can a 3 pin fan fit in a 4 pin fan splitter?

If you mean the small fan headers then yes. The difference is the 4 pin headers have an extra cable for PWM speed control (like many CPU fans). The 3 pin fans change speed by adjusting the voltage to the fan instead of sending a signal to the optional 4th wire. These headers are keyed and compatible with the 3 pin DC variants.
