I'd consider this a mid-ranged gaming PC, and yes, it'll play CS:GO and Minecraft, and lots of other games. If you could, though, I'd recommend upgrading to a quad-core. Games will run on the dual-core, but this'll ensure that you can play some future games, too (depending on the requirements).

The GTX 950 is a budget card and won't let you max out modern games (depending), but it perfect for the games you've listed. If you want some more power, go with either a GTX 960/970, and if you're willing to wait, the R9 480X is a "good" choice. That's a good built, it will run CS:GO max settings easily.
