Computer running slow and I think I've tried everything

ABout 2months ago I started to experience lag on my computer as well as the temp spiking whenever i open things and also while running games. I usually play games like league of legends, mine craft, cod, and battlefield and ever since i have experienced major frame rate droppage in all of them. I have had computer technicians make sure i have no viruses, I have updated all my drivers, and I have cleaned out the inside of all dust. What can I do to see where my problem is. I also noticed these things shortly after I had downloadd windows 10 but I havent seen anything where other people have had the same experience.

check your thermal past and check hard drive usage in task manager it sounds like your cpu is throttling though meaning a cooling fault replace thermal past and check your cooler is running properly

I have a cooler master fan on it so Im pretty sure that not the reason. My hard drive is spiking a ton whenever i open programs but than settles down and runs fine until another program is opened. How do i check my coolers are running properly?

How would i check if i have power save turned on?
