Should I buy a new motherboard? Odd issues with my current board

I've been having a lot of intermittent problems lately with an AMD build that I did using the M5A99FX PRO R2.0 motherboard. At random times, I will get the error "usb device over current status detected" which will cause the PC to shut down after 15 seconds.

What I've tried:
I have removed all front port USB's and even disabled the back ones through the BIOS and the problem still persists. I've inspected the board and cannot find any bent pins or damage to the board. I've also reset the BIOS multiple times by removing the battery and positioning the jumper for reset. I've taken the board out of the case and set it up on a wood surface with only MB, PSU, CPU, 1 Stick of 4gb ram and GPU (no onboard video) and I still get the issue.

The only thing that seemed to make a noticeable difference was after removing a keyboard from the PS2 port, I didn't get the message and it booted into windows, but I haven't been able to reproduce it. I would like to avoid buying a new motherboard if theres a definitive way to determine that something else is causing it, just tired of banging my head against a wall not knowing if my PC will boot the next time I try.

Could a corrupt OS be the issue? Does the OS have anything to do with it? Could a format/reload solve the issue?

Any kind of advise would be awesome, not sure what to do at this point.

I just installed the latest BIOS (2501) however I'm the PC won't let me install install the chipset drivers, nor is it recognizing my R9 270x card (fresh install of windows)
