I just bought a new video card, the GeForce gtx 960 scc, and I installed it. When I turned the computer on I could hear a sort of fizz ing noise and nothing turned on. I tried to put the old video card back, unplug the power supply and plug it back in, and multiple other things.

My question: is my power supply or motherboard fried? If it could be something else please let me know and big thanks in advance!

Yeah you got to replace the power supply. What caused it to die? I have no clue. Let's think about this. You put in a new GPU. You hear a sizzle noise. PSU is dead. The sizzle could have possibly been a capacitor dying on the spot, or something else. Whatever happened, the PSU is dead. I'm questioning if the GPU you got is faulty at all which would have caused a possible short, and being a low quality PSU, it could have affected it somehow? I don't know, it's sort of a mystery to me, but i know that the PSU is dead for sure. And I'm questioning if the GPU is faulty or not.
