CPU Idle temperatures above 65 Celcius?

My CPU temperatures are way too high at idle, and they continously get higher while my computer is on? The temperatures start at around 40 C, then just continously rise to 80 C and above. I have re-applied my thermal paste around 7 times in all different suggested patterns and the problem continues with any pattern of thermal paste. Here is a picture to show what I am having to deal with, when this picture was taken, the only programs I had open were Skype, Google Chrome and that's it: http://i.imgur.com/4D5BPMW.png I have bent the CPU pins once during one of these processes, but I bent them back into the position where they were seated properly back into the board. OH after I sent my computer to a shop, once I had received the computer back, both of my graphics card fans weren't spinning, i'm not as worried about this, but it is something that I would possibly like some help with. So I checked it in AMD overdrive, and the temperatures are around 15 Celcius, but the usage in each core will randomly rise to 100% , what could be the cause of this?

I'm using the Arctic Freezer 13, it is currently 75 Fahrenheit, and I am using an MSI 970 AMD motherboard.
