I recently upgraded from a gtx 960 to a 970. With the 970 i get this weird crackling electric sound sometimes in games when i push it really hard, never got it with the 960. I doubt its the psu using too much power beacuse the 970 barley uses more power than a 960 and i used to have a 560 ti and never had this problem. I know its not the fan because sometimes when i pause it goes away for a second then sometimes when i unpause it comes right back sometimes, and when my fans are 100 percent it dosn't get worse or anything. It dosn't happen all the time but happens sometimes. I did some research and it dosn't sound like coil whine, maybe it could be some weird variation with it. I hear i a little more with my small oc but still hear it with stock clocks. I don't really care about the noise because i use headphones, im just wondering if its hurting anything or if anythings wrong or its just some weird variation of coil whine that dosn't hurt anything.

Solution
If the card is working perfectly fine, you'd have nothing to worry about. If the noise does annoy you, you should return the card, but if you're fine with it that's fine.

No joke they said 90% of the time it's a bad GPU. I was just like for 60$ shipping on a 300$ card I'll take my chances and keep it thanks.

Yeah, I don't think they meant it was a literal bad GPU, just bad in the fact it shouldn't make the noise. The thing overclocks like a champ and runs my games fine and I've had it for a few months now so...hopefully it works out.

I heard you can possibly fix the issue by putting glue on top of certain capacitors, but I'm not going through that trouble

And in all honesty, now that I have a loud CPU cooler, I don't even notice the GPU noise lol.

Caulk (glue-like substance) is what you'll find in many power supplies to absorb vibrations. Here is some on one of the PSUs I have reviewed:
