If these r ur 2 main choices then definetly the 970. With the 1070 dropping last month, U will be seeing prices drop in all GPU's so I wouldn't worry about trying to jump on...

U didn't list ur GPU which is usually the highest power draw so can't fully answer ur question. That being said, don't skimp on ur PSU. It will cause system issues and has the very real potential to fry out ur CPU and or GPU. Bronze certified a must at minimum, and depending on ur GPU, somewhere between 600-850 watt PSU is about norm for most game rigs. STick with a known company, and bronze or better only. Prolly looking $60-90ish for a PSU like I've suggested. Goodluck.

the gpu I'm getting is either a gtx 780 (ti) or a gtx 970, what do you recommend?

I getting a higher wattage than what I may need a bad thing? say i get a gtx 750 and it uses like 500w will there be any problems if I get a 1000w psu? (note: this is hypothetical)

Personally I would recommend waiting a couple weeks for the release of the GTX 1070. It promises to be faster than the GTX 980 at just over the cost of a 970. Alternatively wait for the Radeon 480 at the end of june.

That said, there is nothing wrong with getting a larger power supply except that you dont want to go below 10% usage otherwise it will be terribly inefficient. This referring to the wattage of the system at idle, which it will be at most of the time. Unless you are planning to use multiple GPUs (ie: 3), you would never need a 1kW PSU. 650W is more than enough.

I got a Asus R9 390 w 8gb Vram 4 months ago and I'm very happy. Compares to the 970, but after many videos watched comparing the 2, I decided their about the same graphically but double the Vram on the R9 (only 4gb Vram on 970) for ssame price. After 4 months of owning mine, the R9 390X has dropped to the same I payed for the non X, so things r shifting, but I'd say we're near the cheapest GPU's will get while still having any stock to choose from. One last rant on GPU's, alot of people are still down on AMD Radeon products, silly. They test well with their equivilent nvidia cards, usually cheaper and now alot of times, more Vram. Also with more and more games being made for all 3 (Xbone, PS4, & PC master race) I belevie u'll see more coding written for Radeon because both consoles run the same AMD Jaguer GPU. When games r written with a specific architecture in mind it makes a big difference (see Battlefield 4 for example being tuned for AMD's "mantle" which gave Radeon gpu's an edge in the game in performance) I like a value :)
