Poor FPS and low GPU usage in ALL games, PLEASE HELP!

I have just built a new computer and everything has worked out great until I noticed my FPS was not very good considering the MSI 970 GTX in my motherboard.
My specs are:
MSI 970 GTX
i5-6600k
Z170A M3 gaming
16gb RAM ddr4
212 Hyper Evo Cooler

I have also downloaded and re-downloaded the graphic card drivers and they are up to date according to my device manager.

My entire computer seems to be affected, because even the internet scrolling is choppy as I use the mouse scroll up and down on a page. I'll be getting 120 fps in the menu page of CS:GO, however during the game I'm getting a constant 20-30 fps. It's not just happening to CS:GO but for basically all games. I also ran the "Valley Benchmark" to test the graphics card, and I was getting a measly 9-11 fps.

I have linked a picture to the afterburner statistics as I was playing CS:GO to get an idea. If anyone has any ideas that would be great. My friends are telling me it could be that I may have not installed my 212 Hyper Evo Cooler "perfectly" or maybe my Graphics card should be in the other PCI slot? (Or the ram) I'm not too familiar with building a computer so if anyone could help with specifics that would be great! Thanks!

Not too sure then... you could try reseating the card maybe? I've found that fixes my issues sometimes.

Edit: Actually, check in your Nvidia control panel that your cards power management mode isn't set to save power. That is known to restrict FPS

Where in the Nvidia control panel would I find that setting? I'm having trouble locating it

I'm not sure about anything, I'll try re-installing the mobo drivers, its just the MSI website gave me like 5-6 downloads for the motherboard drivers so it was really confusing.

Right click anywhere on desktop > NCP > 3D settings > in the global profile, scroll down to power management mode. Try Prefer maximum performance, see if it makes a difference

Edit: Pretty sure 0.77ghz is abnormally low, even considering that modern cpus will clock themselves up or down as required. Try make sure you're not on any power saving plans in your power settings. in Windows 10 thats done by going to start, clicking settings, then clicking on system.

Oh okay got it, it didn't do much to fix the problem though, I'll try redownloading the motherboard drivers
Also, I checked and am not on any power saving modes

Problem has been fixed!!! The issue was a button on my motherboard called "Slow_1" which ended up limiting my processor speed to 0.8 ghz, all I did was switch the lever back and my problem was fixed immediately !

Haha yeah that was my reaction too. Here I was thinking it was something to do with an obscure power saving setting somewhere
