Annoying mouse lag with nice mouse, motherboard suspected

Ok, so about three months ago I accidentally ripped the PCI slot off my old motherboard, and I replaced it, but after that I've had mouse lag, most notably when I move the mouse left or right, slow motion video proves there is. I ended up buying a nice Mionix Naos 7000 mouse, which I thought my old one was the source of. It didn't help though. The only think I could think of was the motherboard. It's an MSI LGA 1150 H81M-E33. (H81M-E33). I've tried swapping USB ports but that doesn't seem to be this issue. The USB 3.0 which I even have drivers for just doesn't work after windows is booted up (It works in the BIOS however).

Here are my specs:
i5 4460 3.2
H81M-E33
8gb Crucial Ballistix Sport dual channel
Zotac gtx 950 (The cheapest one)

If your not sure I guess then it boils down to if a motherboard could be the cause of mouse lag. It's not awful, but bad enough to make me bad at all my games.

Weird, and BTW how exactly does one "accidentally" RIP a PCI slot off a board :)

I would not expect a motherboard to introduce noticeable lag to a mouse. The only time I've experienced it for myself was with an older cheap wireless mouse and then only in games. I've never had lag I could notice on a USB mouse ever.

Anyway, maybe try a Linux live CD and see how the mouse performs in Linux. If it's fine then you likely have a driver issue either with the mouse or the USB port.

Also have you tried adjusting mouse acceleration from control panel or disabling it? Some games use windows mouse settings and others seem to ignore them and have in game sensitivity controls so look for that too.
