Little mystery.

I have one of those $20 composite video to USB converters that I am feeding composite video from a separate camera. On one laptop, the video is perfect, including color. On another laptop the video is perfect, except in black and white (no color). Both laptops are Win10 x64 machines with latest drivers. Using the same converter, same camera, same drivers, same display program.

Any ideas why one laptop would produce the video with color and the other does not?

Solution
An idea would be that the drivers aren't working accordingly. I'd advice in
a| Disabling automatic device driver updates
b| Follow this guide to reinstall your GPU drivers
c| Perform a repair install to rid your system of any underlying corruption on OS's files.

It'd help us if we knew of both laptop's make and model numbers. That being said, please make sure that the culprit laptop has it's BIOS up to date. It'd also be of help if you could provide a link to the video adapter for the sake of relevance.
