You might need to contact the manufacturer and order install disks, or else use a friend's computer to download Windows and create a USB drive for boot recovery and repairs.
An alternative method exists if you have an Android phone with USB host capability. You can plug a flash drive into your phone and use a terminal to create the bootable USB.

I would totally agree with Starcruiser. On another computer, you can create a repair disk and try to repair your OS. Here's a tutorial on how to do that: http://windows.microsoft.com/en-us/windows7/create-a-system-repair-disc
After that, it may be a good idea to test your drive with a brand specific testing tool, in order to check its health status out.
