in my honest opinion i wouldn't upgrade to a gtx 1070 right now untill price drops it performs same or a little better or worse than titian x but you will see a lot of gaming upgrade as for i7 4790 you will see more improvement all around because well its faster and can process things faster so in terms of everyday speeds you will see a difference and it will make a little difference in gaming. my suggestion would be to upgrade to a slightly less powerful cpu like 2nd or 3rd gen and get a gtx 960 depending on current prices in your location

That's a bit of a predicament. If you upgrade the processor, the GPU will be the bottleneck. If you upgrade the GPU, the processor will be the bottleneck.
I guess the question becomes, what do you expect to do with the system when it's done? What games, or video editing program, etc?

It's impossible for a GPU to be a bottleneck, it is only the CPU that can be a bottleneck.
I know what you were trying to say though :p
It's just the term 'bottleneck' gets thrown around a bit much sometimes. Bottlenecking is when one component is limiting the performance of another.

The term has evolved a bit. It's used to refer to the weakest component in the system more and more often.
Also, I beg to differ on the GPU not being able to bottleneck the CPU. If you have an i7 6700K and a Radeon HD 2400, you can be sure that processor isn't reaching its potential when gaming.
