Fan Doesnt Run at Full Speed

so i have been using speedfan for a while and i was getting +5000 RPM and my pc was running nice no overheating nothing, after while the fan started running at 2000-3000 RPM even when i set the PWM or the speed to 100% and when i overheat the laptop doesnt turn off like it was doing before, soo i quess some kinda malware did somthing to system file so the fan wont go max speed or laptop wont shutdown when overheating? or my fan kinda stuck cant run at full speed? because there was a deferent sound coming from the fan....
any idea?

2 things could be the issue here:
Blow out any dust from the fan. This will often slow your fans, especially laptops.
Running the fan at full speed will reduce the life span of the fan. You may need to get a new one if you blew yours out.
