New CPU Cooler. Can't get to BIOS?

My computer was running fine, and I just installed the kraken x61 and now when I press the power button the CPU fans and GPU fans turn on, but my system fan doesn't, sometimes it beeps once and always automatically restarts after about 3-4 seconds without even hitting the bios menu. (It actually showed it one time when I was trying to figure out the issue and froze on it.)

CPU: Delidded i7 4770k @stock
Mobo: Gigabyte Z97x SLI
Ram: Kingston HyperX 1x8GB 1866MHz
GPU: Asus R9 280x
PSU: EVGA 500W 80+

I was running an overclock a few days prior, but I actually reset it yesterday.

I took out the GPU, the CPU cooler and even my wifi card, as I was just trying to get it to a bare bones state where hopefully I could start it. Even with just the ram, CPU, stock cooler and my hard drives installed it still acts the same way... I'm really stumped

Also, I tried searching both Google and the forums but I can't really find much that seems to have the same issues

Try resetting your CMOS by removing the battery on the motherboard (while the system is unplugged) and hold the power button for 15 seconds. Then put the battery back and plug in. When you boot, it should say default values loaded, press whatever button to go to setup or continue. Go into setup and fix your clock, then try to boot.

Unfortunately, it's still doing the exact same thing. I just sold my old CPU, so I can't test it right now, as I have no other 1150 CPUs I could replace it with.

Doesn't seem like it :/ I only plugged in the essentials (after taking everything out of my case) and it's still the exact same issue. I literally just got this CPU about a week ago too, although used it was expensive for me. It's most likely the CPU then? I'm going to have to check first anyway, but still a shame.
