Nvidia Gtx 750 ti on a 75 hz monitor [For playing Csgo mostly]

I have a Dell E1914H 75 hz monitor along with a nvidia geforce 210 [I DONT NEED TO BE TOLD HOW BAD IT IS].Playing Csgo on everything low,I usually get around 45 fps..I intend to buy a nvidia gtx 750 ti and wanted to know if it would be alright,coupling it with a 75 hz monitor and whether i would get around 200 fps in csgo [everything set to low]

Depends on the CPU, but a 750 Ti should be able to hit 200 fps in CSGO, especially at the 768 resolution your monitor can do.

Where did you see that monitor able to run at 75 Hz? According to the specs on Dell's site "HD 1366 x 768 resolution at 60Hz (max.)"

the cpu is an 2nd gen i3 @3.10GHz
I was fiddling around with the resolution in Nvidia Control Panel and then i noticed that for some resolutions,i get 60 Hz as my only refresh rate option whereas for others,i get 75 Hz so i assumed that if i run at that resolution,the refresh rate is 75 Hz....
Example:At 1280*1024 and colour depth:medium(16-bit),i get 75 Hz as my only refresh rate option..

What i usually do is that i change the rez to one with 75hz and then run csgo.When im done,i change it back to native
Will the performance of the gtx 750ti be bottlenecked by my 60hz moniter and is there any advantage of going for the twin frozr edition over the normal oc'd one[MSI GTX 750ti]??
 
A 144hz monitor will be better for faster frame-rate. Really any models of the 750 Ti are fine, you can check the reviews for the different ones and see which one you like better. Mostly difference would be in the cooler and sound levels, with some offering better warranty as well.
