AMD package install failure 16.5 - cant install drivers

I have not been able to update my drivers since Crimson 15.3. I get two errors "windows cannot find installmanager.exe". I get this when trying to update from Crimson. When trying to install the driver package from AMDs website I get "package install failure."
Its not really affecting my computer, but I would like to play Doom with the proper drivers.

What I have tried...
deleting all drivers with the AMD utility and DDU
installing in admin mode
installing in safe mode
tried 16.1, 16.3, 16.4 all the same. only 15.3 installs properly
disabling antivirus and windows defender
add exceptions to folders in firewall
removing all peripherals and add on cards
rebooting over and over
installing only the install manager from the install utility
deleting old nvidia drivers with ddu
virus scan
repired ms c++ and .net framework with the repair tool
unchecked evolve app install

my rig...
3x 1080p monitors
amd 7990 no oc
16gb of ram 1333
9590fx stock with 360 rad aio
gigabyte 990fx ud7
intel nic
avermedia capture card

plz no smart azz comments, im clearly very experienced
 
Solution
Reinstall your OS. When was the last time you refreshed your system? Is sounds like your registry may be very messy and somehow preventing you from installing AMD drivers.

ask, what's your OS?

download Crimson 16.3.2 first, make sure it's not corrupt (sometimes it corrupt if not downloaded with native browser)
go to safe mode if you wanna uninstall the driver
based from my experience, error message "windows cannot find installmanager.exe" was from teh driver, so uninstall it in safe mode
then reboot it

install latest driver, (not the hotfix)
if this success, let me know

Hello, I had this problem for over a month. After investigating further, I realised that when you get to the part of the installer where you pick what you would like to install, change the path from C:/Program Files/AMD to C:/AMD. ("C:" would be your main hard drive probably.). Hope this helps!
