bios vcore vs hwmonitor/cpuz

whatever i set in bios vcore for example 1.45v , cpuz/hwmonitor shows 1.4v or lower which one to trust?

Your bios of course, cpu-z is slightly off with my core voltage as well I believe its down to the motherboard a lot of people have this issue. It's only 100% accurate on some boards. Also make sure your checking cpu-z when the cpu is under load, voltage may drop a bit at idle.

Personally I trust what is reported in the BIOS.
Applications that measure temps might not measure properly until an update is issued that targets specific sensors on new components.
The only way to know for sure what is correct is to measure voltage points on the motherboard with a multi-meter of good quality.
