Sleeping dogs is running poorly on my high end PC??

I think my PC should run Sleeping dogs at max setting with no problems but it's running at 20 fps on max settings
my PC specs are:
Intel core i7-4790 (non k)
16GB DDR3 1600Mhz (4x4)
Gigabyte Radeon HD7850 2GB OC edition
1TB Seagate HDD 7200RPM
240GB Kingston SSD
Windows 10 Pro
is it bad optimization or my HD7850 cannot run this game?
I seen in Game-Debate that my HD7850 is 28% more powerful than what the game requires to run at max settings
and sorry for my bad English :|

it is a somewhat powerful card.....if you are want a very new card like 490x get the gtx 1080 its better than titan x and is only right at $500 usd was released this month.

as for how a card will perform i like anandtech benchmarks

the hd 7850 will run low to mid settings at best in that game. i had the same card. you will be at about 30 fps at low to mid settings if i remember right......upgrade the gpu when you can. i picked up a used r9 290 tri-x 4gb for $180 locally..... look around you never know what you will find.

also the 28% over recommended on game debate is a soft estimate at mid settings under avg load in graphically intense scenes it will bog down and drop fps.....at high to max settings you gpu will hit 100% utilization and suffer great performance drops.

read some about it and it looks like that card can max out settings of the game if in 720p resolution only.....videos ive watched show it droping from 60fps down to 20 a lot of times at mid settings with that card at 1080p

could be waiting til even next year for the 490x. no one knows anything about it or if it will actually exist.

Oh man.... that's disappointing :\
i think i shouldn't trust game-debate anymore
i thought my HD 7850 is quite powerful for it's age this is the 3rd year of me using this card

the gtx 1080 is most definitely NOT $500 USD. it is $700 for the reference models and between $600-700 for ones with custom coolers from the likes of ASUS, MSI, EVGA, Zotac etc....

Nah i'll just wait for the 490x i don't like nvidia cards, i just don't for no such reason lol
