I am trying to build a very silent stock trading rig which I will use with 2 monitors. Additionally I also stream some video to my tv and other sources (That's what the WLAN card is for). I am trying to keep it under 900 and possibly the most important is silence. Also I am ordering everything on newegg. Here are the specs

MB - Z170 is for overclocking. Look toward B150 or H170
CPU - The slightly slower clock speed of the 6500 will give you very similar performance and the cost savings are nice.
CPU COOLER - Not needed when not overclocking.
MEM - H170 and B150 are "limited" to DD4-2133.
GPU - Skip the GT 720. The onboard GPU will do just as good. You can add a GPU later if needed / desired.. If you want to use up your budget, check out the fanless GTX 750below
PSU - No. XFX, Seasonic, the EVGA G2 lineup, or filter through the Tier 1 or Tier 2 list. Do NOT go with that CX lineup from Corsair!! http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html
WIRELESS - Overkill. Check out the Gigabyte below..

I would say you don't need a discrete GPU, simply use the integrated GPU in your CPU. That's $52 you save, and one less fan in the PC.

How silent does it need to be? Silent like in not making a lot of noise, or silent as in no noise at all? There are passively cooled PSUs, you could also use a large passive heatsink for the CPU (maybe go for a slightly less powerful CPU to keep heat controlled). All that in a case placed in a well ventilated area and you may have a totally silent PC.
