Resource monitor dropping to 40% while cpu usage is only 20% making the games lagg for a minute or so

Hey,

My PC specs:

AMD FX-6300 3,50GHz
8GB RAM
ASRock N68-VS3 FX
Gigabyte Radeon R9 270 GDDR5
250GB SSD and 1 TB noideawhat
Windows 7 64bit

I have not really used my pc for a while because I didn't have time. I installed Win10 and noticed that when I am playing Pokemon on emulator it runs smoothly, however every couple minutes it becomes VERY VERY slow.

I opened my task manager and noticed that when this happens my resource monitor drops to 40% even tho the cpu usage is the same, between 20-40% I recognised these laggs during all my other games as well. So I installed win8. Had the same issue.

Now installed win7 since originally I had that. (Thought because my ASRock is pretty old maybe its not compatible with win 8-10). The issue still exists.

I am quite desperate to find a solution. I am really bad with computers so please tell me any solutions you may think could work. There is a possibility I did not try it yet.

Please have a look at your motherboard manual here http://asrock.pc.cdn.bitgravity.com/Manual/N68-VS3%20FX.pdf

Please go to the OC Tweaker tab (found on page 34) and change AMD Turbo Core Technology to Disabled, then change Overclock Mode to Manual, then change CPU frequency to 200 (if it's not already) and Multiplier to 17.5, leave voltages, NB, PCI/PCIe and HT settings alone.

Doing this will stop the CPU from downclocking (except if it's thermal throttling).
Please go into your Catalyst Control Center (may be called Radeon Control Center) and find your CPU settings. Make sure that your CPU is set to always run at its maximum speed. If it isn't, then it's slowing down at below 30% load.

If your Catalyst Control Center is called Radeon Control Center, just keep scrolling through the tabs until you find a button called Additional Settings, you'll find CPU settings in Additional Settings.

Im sorry but I am terrible with computers. I found something called Radeon settings, which indeed has a Radeon additional settings function. However as soon as I press it I get this:

Thanks a lot, I changed them. I left Overclock mode on auto since I couldnt find a manual (only Auto, CPU/PCI sync/async). I think it is ok since frequency was on 200 anyway. I will test it for a day but it looks promising. I am really glad for your help anyway. Will mark it as solved tomorrow.
