Maximus VIII Hero - Q-Code 99/boot_device_led lighting up; no POST

Hello there,

I'm having immense trouble with this new build right now.
It won't even POST, all I get are the Q-Code 99 (which stands for "Super IO Initialization" - which can have a metric ton of reasons to come up) and the boot_device_led lights up. Also, I'm not getting a signal (No Cable Connected) on the monitor - neither via the graphics card nor the motherboards ports.

Specs:
- Asus RoG Maximus VIII Hero
- i5 6600k (1151 Socket)
- GTX970 from MSI
- 2 x 8GB HyperX Fury RAM
- HyperX Savage 250GB SSD (I believe)
- 2TB WD Black HDD
- Arctic Freezer 13 CO

I'm trying to assemble the PC for my little brother; since I assembled mine on my own and it went without any major hiccups, I figured this would be a piece of cake...

Had the same errors last week, but back then I at least realized one major flaw that could cause them (I had forgotten to get a CPU cooling fan - which is now fixed). But now I really don't know anymore.
I thought maybe I'm not giving it enough power (600W atm), but realized that that can hardly be it, since it would at least power up, right?
I unplugged everything and tried booting it with the bare minimum - nothing.

I would appreciate any kind of input right now.
Otherwise I'll just assume the motherboard is faulty...

1| Did you follow through this guide when assembling your brothers system?
2| Did you verify that the parts are working by assembling the components atop of your motherboard box?
3| With no SATA devices connected have you tried booting up? It should at least allow you to go into BIOS.
4| You forgot to include the PSU and chassis for your system.
5| You can try disassembling the entire system and inspect the CPU socket for any bent pins.

Oh snap. I forgot to close this. Terribly sorry.
The problem was as dumb as it was unintentionally funny:
I ordered a HDMI-cable with all the stuff, since my monitor has integrated speakers. I connected said cable instead of the with the monitor (BenQ GL2450) included VGA-cable and (surprise) THAT was the problem.

The build was working perfectly fine. It loaded the first-time use BIOS-setup in the background BUT I couldn't see it, because this monitor (or maybe all BenQ monitors, I don't know) NEEDS to be connected via VGA so you can access the monitor-settings and tell it to henceforth use HDMI.
I really didn't know if I was supposed to laugh or cry at that, so I just let the past be the past. I'm just happy my brother finally gets his share of fun out of it.
