Please solve: "your connection is not secure" (on almost all web pages)

This issue is ongoing since almost a month ago.
Any expert help would save the few black hairs left from going completely white from worry, stress, concern, annoyance, and endless frustration with all things digital.
Problem/background:
At first light up on a toshiba sat 72 laptop /win 8 built in, too many programs arerunning in the background, and accessing the internet, without my permission or notication.. (This has stopped me from easily identifying the cause/culprit.)
The software in the Toshiba recovery image is from 2013, 3 years ago, and includes old versions of norton, word, adobe, and others, all which are embedded in the registry and are triggered upon the user's accessing the Internet.
Questions:
Even after uninstalling from control panel, some services wont stop.

Due to insecure browser issues with IE 10, which is also pre-installed, and no longer supported by mcrsft, i cant trust the destination start up pages which are already configured, so how do i securely access the Internet from my ethernet connection?
(The wifi network is automatically scanned, and I can put in the network key for the correct ssid with no problem, on the wifi, but from the ethernet side, network settings automatically assign a "public" profile, instead of private. Three times in consecutive order now, this has led to this message being displayed on all web pages: "your connection to this site is unsecure." What should I do here? Which security settings in browsers for IE 10 and google chrome apply, or which should I select for standard protection? Obviously, default settings are incorrect. How do I verify 128bit encryption on all connections?
None of this is clearly adddressed by any Toshiba user help pages.
(I also spent over 24 hours working with my ISP's home network assistance dept., to # one, secure my connection from a-z, and # two, to verify that the continuing issue is not originating with the ISP, their router, or my account.)
Meanwhile Toshiba has supplied nk answers (sorry you out of warranty) recently sent me two flashdrives, back to back, after I pointed out that all this crap started with their service station updates. (BIOS, drivers, etc) but every time I reach this point right here, (re-installalation of factory direct software- now ready to connnect to the internet- locally, non-mcrsft acct) then the problem of secure web pages starts all over again. I've even tried to be proactive and changed the start-up and home page to https instead of http for google.com, before going online, and then used that green-locked page to download google-chrome, but guess what.. soon after, the web pages start displaying the same or similar messages, " your connection to this site is not private", or, " someone on the network might be able to change what you are viewing," or "your connection is unsecure".
Hours and hour of online research (using google chrome secured- from my android 5) have alluded that this symtom is due to any/all or none of the following conditions:

* corrupt certificate store-
* pre-installed malware embedded in foreign-made pc components.
* Incorrect set-up of home group.
* Wrong network settings
* Incorrect browser security settings (TLS-2) not selected, ie, etc.

Can anyone with any REAL ANSWERS/SOLUTIONS please help this old vet to configure the correct browser settings to ensure that I'm accessing only encrypted pages?

(how can I bank, pay bills, etc.

Please note: main-stream AV, popular anti-maware, and rookit discovery programs have all totally failed to find any traces of infection , either beforer or after 3 resets 5 refreshes, and 1 fulldrive erase. )

dont know why management components are onboard.

a program called "com surrogate" always starts up and then begins running up and down the active running programs list in task manager, blinking in an out, all over the place, like some kind of activity monitor? It leads to dll.exe in system 32 folder, but is nowhere explained why its there, why its running, or what its purpose is. oh yeah, you cant stop it- its a protected folder in mcrsft.

How to decrap this pc once and for all, and make it mine...because i payed almost $700 for it less than 5 years ago.
