I5 4670k stock speed 3.6ghz at 1.19volts Bad chip?!? :(

Set the voltage to 1v and multiplier to 35x and see if its stable. If so then bump up to 36x multiplier. Do that until it becomes unstable. Once its unstable add 0.025v until it becomes stable again. Rinse and repeat until you get to 39x multiplier which is the chips turbo boost max. If your voltage is under 1.3v you can try overclocking more as long as your temps are alright

Well at 3.8ghz i think it runs at 1.22volts and temps are fine i got HYPER 212 EVO.

Then your chip is fine haha. Mess around with the voltage to get it as low as possible while being stable. Thats when offset comes in handy haha. Like with my board, i tell it to run my chip at 1.35v and it runs it at 1.36v so I have to set the override voltage to 1.35 with offset to -0.010 and that drops it down to 1.35v

On your chip, yes. And with my chip yes haha. But im running the 4790K and I have cooling for the higher voltages and I push my chip as hard as I can. Those were voltages with 4.8ghz. 4.9ghz is 1.37v and 5.0ghz is 1.41v for my chip

Ahh i really dont know what to do maybe i should leave at stock speed (turbo boost on)!! :( :( :(

Ohh man i played dota 2 and it kept freezing i dont know why i restart game then few minutes later it freezes... :( Arma 3 worked perfectly.

Hmm i dont know man i updated bios to 1.9 and now even the overclock is not stable in some games. CS GO froze once even in stock speed. o_O im really confussed now.

Yes you got a "bad" chip... You can see from my signature what you can do with a good chip.

Overclocking is like gambling.
I have a 3570k which will run at 4.3Ghz, but it occasionally crashes. Had to turn it down to 4.1GHz to get it stable, even at 1.35V (I have a big cooler and expensive mobo, and was hoping for 4.6Ghz!)
I have two Phenom II Quad cores, identical builds, one overclocked to 4GHz, the other will not go beyond 3.45Ghz

Yeah i bought MSI Z87 G45 i saw it was one of the best motherboards (ready for haswell overclocking) 5-6 month ago i bought hyper 212 evo and i was ready to clock. But i realised i got worst chip :(
