Is this safe?
Recommend any cheap and quiet options please... was looking into noctua perhaps.
Atx motherboard in mid case so you guys know I don't need something tiny

If it stays cool enough and you dont have to touch the voltage to get it to 3.9, I guess it would be safe. And turbo boost will push it up to 3.9ghz when temps allow at stock anyways so I doubt you would gain all that much performance at only 3.9ghz. Personally I would never try overcloking on the stock intel cooler. What would be your budget for a cooler? Lots of options out there.

50-75$ would be cool. Not going to do anything crazy, would pick a case with good cooling. More interested in it being quiet. Thanks.
PS. It's currently in an msi gaming 5 motherboard that automatically clocked it that high with OC genie (think that's the name) if that helps.
