GPU Fan only starts >80% speed

I noticed the last few weeks that my gpu temperatures started to heat up and the fans were making more noise than normal at idle. Turns out only one of them is spinning. So I did some testing and figured out that the second one only starts going at more than 80% fan speed, which seems really strange to me. This is only when I manually set it to that threshold, controlled fan speeds don't work this way. I would be satisfied if the fan would start spinning when Sapphire Trixx and/or Speedfan tell it to but I have had no luck. Anyone have a clue?

It's a 3 year old Sapphire 7870 XT, so I don't think there's warranty left.

1. check whether it's due to a software or the wire between the gpu fan and gpu connector is damaged
2.if this doesn't work Try changing the thermal paste in the gpu it could had got more solid as it is a 3 year old gpu, and the the path between the gpu and fan could had been not in good contact .
3. or updating your video bios<do at your own risk>
4.or just simply remove the gpu and put it again, remove the pci connectors and put them again after powering off the pc.
5.if none of these method works you could give it to a computer repair store near you.
