I'm looking to start upgrading my computer. Here are my current specs:

Operating System
Windows 8.1 64-bit
CPU
Intel Core i7 4770 @ 3.40GHz
RAM
8.00GB Dual-Channel DDR3 @ 799MHz
Motherboard
ASRock H81M-HDS
Graphics
2047MB NVIDIA GeForce GTX 760 (MSI)
Storage
931GB Western Digital WDC WD10EZEX-00KUWA0 (SATA)
232GB Samsung SSD 850 EVO 250GB

I'm considering buying the new 1070 in the future and expanding to 16g of RAM. Do you guys think my motherboard and/or CPU will bottleneck this system? The motherboard only has PCI-E 2.0 slot. I believe the 1070 would run best in a 3.0 slot. Side note: I just bought a 750w PSU so that shouldn't be a problem.

you should be fine with the cpu and the mobo. a 2.0 slot is plenty of bandwidth for a 1070. it may lose a literal couple fps but that's about it. plenty of testing done on this with a titan x and this card is about the same performance. so should not behave much differently that a titan x in this matter.
