Which OS? The 'factory settings' within Windows 10 (and 8.1?) or from a recovery partition?
If you've been stuck at 27% for 5 hour, you have a problem. A clean install is one option (and more thorough than a 'reset').
Unfortunately, hanging for that length may be indicative of a larger problem (failed HDD, corrupt OS etc).

Just got a PM from the OP confirming it's Windows 10.
Given that, I'd suggest downloading the Win10 ISO and creating a bootable USB. FRom there, you can boot to the USB and clean install Windows 10.
