I wouldn't recommend going cheap on a mouse, since if you are playing shooters a sensor is very important, But heres my take on it:

I found a really good and cheap bundle for you:

http://www.ebay.com/itm/Razer-DeathAdder-2013-Gaming-Mouse-6400DPI-Illuminated-Pro-Gaming-Keyboard-/222146087467?hash=item33b8f04a2b:g:CkIAAOSwepJXWAm8

Firstly It features the Razer Deathadder 2013, which features a really accurate sensor and is really cormfotable especially for claw grippers such as myself.

And it features the K70 Gaming keyboard which i dont know if you need, but for the price the bundle is really good.

Now about the headset. The Sades A60 Is pretty good for its price so if you buy the bundle i linked you and the Sades A60 you spend...

Which is in your budget.
