Odd restart behavior... All programs, browser/tabs and text on note pad still there...?

Ok so I just had something rather odd happen and I looked through some forums as well as googling various ways to word what just occurred but didn't find anything...I got home, and after waking up the computer from sleep mode I accidently nudged the power strip so the computer shut off. Nothing odd so far. AS the computer was starting I decided to check the bios settings because Ihad turned the fans up a bit and decided to reverse that change realquick so I did and booted back into windows. Here comes the weird part.After what ended up being a full shutdown/restart, I logged into windows and on my desktop there were all the 4 browser windows I had open before with all 15 or so tabs, loaded (usually If a sudden restart occurs before closing chrome, even if the tabs are there from a restore in chrome or so they would still need to reload , usually after selecting the tab). In this case it was like windows made an image of all open programs and folders and reopened everything during startup, a feature i don't remember enabling nor knew existed, Anyone else turn their computer off completely or restarted with a bunch of programs and folder open and had them all still be there after the reboot? if so is this something you can toggle or a glitch ? Maybe my computer didn't actually restart all the way ? But then why did i hear POST and be able to enter bios? Thanks for the help !
