PC is able to run high end games, but on lower end games it seems to struggle, is there something wrong with my PC?

I am able to run virtually every game out there on high/ultra, but games such as Tree of Savior and Maplestory (very very low end games) seem to struggle.

What I find most odd, is when I play these games, I'm unable to play video on any platform when I alt tab, which makes me wonder.

Basically when a lot of things happen on the screen, the games freeze, and in the case of Maplestory, I get a runtime error. The game goes from taking up 150mb while idle and in towns, to up to 2.2gb RAM while fighting.

I suspect that there is something wrong with my PC, likely my CPU or the hard drive, since most other games I play rely on the GPU mainly. Ever since I bought my PC (on Ebay because it was super discounted compared to anything I could build), the HDD has been making a grinding sound, but in most games it doesn't seem to be an issue, but that might be part of the issue.

My specs are:
GTX 660
AMD Athlon 860k
1TB HDD
Windows x64

Anyone have any ideas?

What games are you playing that have low fps? :??: The newer games do have better optimization for older cpu's. last game I played on my old system was FarCry 4 and was excellent. :D
