Energy saving issue;Intel Turbo Boost

Look,I've read through the post;in which are about others trying to fix the same issue,the other people's issues were not solved for most of the commenters' and forum maker's,this is why i'm making this post,i have the same issue.

My issue is;my computer the "acer 571g",is suppose to be integrated with 'turbo boost',i have downloaded the intel turbo boost monitor,and have noticed it never goes over it's normal GHz,but my computer says it can go up to 3.1GHz.When i look through the turbo boost monitor,the program says it's on 'energy saver',and i don't know how to disable this.If you are going to reply with "go to your power management,and change it to:High Performance",this is already always on.

Try running Prime95 and use CPU-Z and hardware monitor to monitor the CPU speed and temperature.
It should boost to the turbo clock and it will go back to stock clock once it reaches 90C+ something.
The CPU will only turbo when there is a need for it such as gaming or rendering.
