Hello, I am building a new PC (see below).

The Corsair RM650 650watt 80 PLUS Gold powers up and down every 3/4 seconds.

I have tried unplugging everything and connecting the hardware one unit at a time to no avail.

I suspect it is a faulty PSU.

Any suggestion would be appreciated.

Thank You

paper clip test would show the unit turns on

https://www.youtube.com/watch?v=ixcWCrYpw3Y

its not like it test any individual circuits or the leads like the ones to the gpu or anything ?? just shows the unit turns on and off ? to me its kind of a inconclusive test so the unit turns on , don't mean it can properly supply power to the rest of the build [opinion]

thing is as said you cant try the psu in another computer or another psu in yours so....?????

maybe for the best to rma/exchange the 2ed pus does the same then you know to move on to the next thing in line

by up and down you mean the fan speed or what ? still don't sound normal anyway if that noticeable ??? these new psu's of today should act like there not even in there ..

I don't see where a 650w is short of powering your rig ? with out a back up unit you just don't know if its the psu or a part its powering is causing the issues ?

try removing the vid card as well and use the intel onboard graphics and that will eliminate the card if at fault

be sure the modular cables are plugged in to the correct ports and all in the back of the unit and not like cpu port used for pcie 8 pin or anything like that

remove the motherboard from the case only hook it up with only one stick of ram, and cpu/heatsink installed ****nothing else (no keyboard no mouse no video card, ect)****does it do it???

if so its prob a bad power supply. (unless you have your cpu or memory installed wrong causing a short.)

Thanks for the replies, I don't have a reserv, either PSU or PC, I have tried most combinations of hardware with the same results, it powers up and then powers down every 3/4 seconds, I shall contact the shop where I bought on Monday

I have been in contact with Corsair support who were very helpful, they suggested the "paperclip test".
http://
I don't have the proper adapter for a fan so I connected a spinning 2.5 HDD and performed the test. I can feel and hear the disks running smoothly so I left it connected for about 18 mins, no powering down or up so it looks like the PSU is working fine.
I shall check the motherboard.
