Motherboard doesn't stop running despite Windows shutdown

Hi Guys,

I recently (a month ago) built a new computer and almost everything seems to be running fine. The one problem is that even though I shut down windows the normal way, all the components in the PC keeps running. The operating system and my monitor turn off as expected but all lights on the motherboard, graphics card, RAM, and all the fans continue to run indefinitely.

My components are:

Motherboard: Asus ROG Maximus VIII Formula
CPU: Intel i7-6700K
CPU Cooler: Corsair H100i GTX
RAM: 16GB Corsair Dominator Platinum (2666Hz)
CPU: EVGA 980Ti Hybrid
Power Supply: Corsair HX850i
Operating System: Windows 8.1 Pro

I've done a couple of builds in the past but this is a problem I've neither run into, nor heard about, so any advice is much appreciated.
 
Solution
Check the system log for power management related warnings or error messages, there may be messages about a device failing to shut down properly. If there is nothing there, then it may be a motherboard or PSU issue. You may want to start by disconnecting all non-essential hardware and seeing if that lets your PC completely turn off.
I found a weird thing with windows 10, and I think windows 8 also.
Shutting down did not really power down all of the pc.
Because of that, I could not get into the bios when powering up.
It turns out that the solution was to hold down the shift key while powering down.
Go figure.
