PC wont start, weird smell aswell...

i recently had to my PSU, as my old one failed. so i bought a new PSU and completely re-built the computer. when i tried to turn it on, i realized the lights lit up, so my old PSU was definitely broken. but when i tried to turn it on, all the lights and fans started to spin, but a weird noise happened, and the fans and lights turned off. a weird smell happened as well, but i unplugged it straight after this happened. i replaced the thermal compound, as i figured it hadn't been replaced in years and could possibly not be making contact between the CPU cooler and the CPU, although this didn't work, as the same problem happened again. it shouldn't be my PSU, as i've only just replaced it. all videos online say that i have built the PC correctly, and everyone else seems to think the culprit could be the PSU, even though i've only just replaced it. PLEASE HELP!!!
 
Solution
Could be either.
Take off the CPU cooler, clean off the old thermal paste with 95% or higher isopropyl alcohol, apply new thermal paste, and properly attach the CPU cooler.

I used to have a zalman 750W PSU, but it was very old as i bought it from a friend who had had it a couple years, and ive had it a couple years myself. I bought a CX600 600W PSU. it is high enough watts and i only bought it a couple days back.

both of the PSUs are garbage/bad. I'm still not sure whether the first PSU fried everything however...

although the smell and the noise seems to come from the CPU rather than the PSU? it also seems the CPU cooler is a little wobbly. could it be that the CPU isn't making contact with the cooler and that it instantly overheats and shuts off? or could it just be that as the first PSU died that it took the mobo and the CPU down with it?
