PSU Not powering motherboard

So I just built a new rig, and I am having some problems with my PSU. I have an Asus Z87 Pro mb, an Intel i5 4670k, 12 gigs of Viper ram, a sapphire hd 7870 gpu, and a few different antec power supplies.

When I first set everything up, I was using an Antec 650 watt power supply with a 20+4 pin connector, and an 8 pin for my processor. I turned on my power supply, and I got led's to turn on on the motherboard, so I had power to the board. When I went to turn the system on, I got absolutely nothing from both the front power button, and the power button on the mb. After some troubleshooting, I got it to boot with a different PSU, using a 20 pin, and a 4 pin, however this was using a 380 watt, without my gpu in since the 380 can't handle my full system.

I have absolutely no idea why the mb wouldn't utilize the full 24 pins it has for the mb connector, or the full 8 for the processor. I have tried two different PSU's with 20+4 pin connectors but to no avail. I looked at the color coding on the connectors I've been using and the wire layout is different, could this be a factor? I'm thinking maybe the green wire isn't in the place it needs to be to tell the PSU to turn on. I'm willing to dump some money into a new PSU, but I would like to know what I need to buy before I get one, since there are some that my mb won't work with.

This is could be a big problem. First if the GPU has a PCI-E connector, is it plugged in? If it is, then that is step one. Step two, The GPU could have died. See the 7870 is a older card, and older cards die. That card has a pretty big chance of being dead since the other Graphics Card (Inside the cpu) works. Try another graphics card if you have one. Last step, check if the led's mean something. If it's a different color then normal, it could be bad.

I have a set up similar to yours, power requirement wise. Asus Z87 chipset (motherboard is a Maximus VI Hero) I-7 4771 Cpu 8 gigs of gskill running at 2100Mhz GTX 580, 840 Evo SSD and a WDC 750 gb standard hard drive.
My Power supply is a Corsair TX 850, which I bought used for $50. I have never had a blue screen, nor shut down, since installing this PSU, regardless of how hard I benchmarked this system. I'm thinking one of these would solve your problems too

Solution
The gpu isn't a problem, I was previously running it in another system and it was working just fine, and as a matter of fact, I decided to go out on a limb and try running everything but the gpu off of the 380 watt psu, and run my gpu off another psu. I know I shouldn't do that, but I tried it anyway and this setup has been working. So that tells me the problem has now been isolated to my 650w PSU.
 
UPDATE:
I believe I have tracked down the problem, my PSU is somewhere around 10 years old, and I believe the 20+4 pin connector it has is not compatible with my newer motherboard. For now, I'll be running on two PSU's, one dedicated to powering my GPU, the other to everything else. As soon as I get my next paycheck, I'll be purchasing a newer PSU, ideally in the 700-850 watt range. Anybody have any suggestions for a specific brand or model I should buy? (Cheaper is better, haha) Thanks!
