How much can the CPU affect the Performance of a Graphics Card

Hi,
I have Amd x4 640 Proc and gtx 960 zotac, I see Fps drops while i'm playing cs go. Even at very low graphics and 1024 768 .i'm getting around 60-100 fps, but sometimes fps drops to 20-30 even at this low configuration settings . Is my cpu crippling the GPU so much? or is my GPU screwed?? :O

Seeing if your CPU is at 100% isn't always going to tell you if your CPU can't keep up, Remember a CPU does not have to be at 100% to be a bottleneck. For example, I went from a FX 8320 at 5ghz, BF4 standing a looking at 1 spot with 2x 780ti's I was at 130fps with 70% CPU load, 80% GPU load. With the i7 and the same 780ti's and standing in the same spot, I went to 180fps with actully 100% CPU usage and 100% GPU usage on the same settings, the i7 is at 3.1ghz. Many other games I witnessed produced the same numbers, the i7 was just quicker.

I also went from 100 fps range to 300 fps range in CS:GO by just a simple CPU swap, even though CS never maxed out the CPU's, but the AMD CPU clearly held my performance back.

Your AMD x4 640 is a bit of bottleneck with CS, But I would consider reinstalling the game just to make sure, also reinstall your video drivers, even though the CPU is holding the 960 back in the game some, I can't seeing it being that bad. I would think its more of an issue with drivers or the game or if your playing a mod maybe? The Athlon II x4 should do alright in CS.
