Problems with motherboard (I think)

I just purchased a GTX 960. I correctly installed it by removing all drivers and installing the new ones and then decided to test it out using Arma 3. I should be getting 60 fps on ultra setting but it usually stays around 30 fps. I think its a problem with my motherboard not being able to handle my GPU. I've had this problem before when I was using a GTX 750 my computer wouldn't even start when it was in the first slot and when it was in the second slot it still wasn't processing like it should.

The CPU is over safe temperature.

Max temp for the 8320 is 62'C. This is preventing the turbo core from engaging. You should be hitting 41000Mhz max frequency.

Please check to make sure the heatsink is on properly and that thermal paste is in good condition.

It's hard to say for certain what the issue is as we don't have a lot of info. What kind of power supply do you have?

Could you download a program called "HWmonitor" and let it run in the background while you play Arma 3 for about 20 minutes? The program has to open to collect results. Take a screenshot and post when you're done.
