high cpu usage while playing Rainbow Six Siege?

Anyone know why I'm getting abnormal 100% cpu usage and 95% GPU usage when playing Rainbow Six Siege? Is this a CPU bottleneck? I'm playing the game on medium settings. The fps is smooth at 60fps with no stutter or lag at all. I scanned my PC for virus or malware and nothing is founded. I played other games like MGS5 which doesn't use much cpu power and it runs that game fine. Any advice? Thanks

My specs:

Intel i5 4590
GTX 960 2GB
8GB DDR3 RAM
Gigabyte B85M-Gaming 3 motherboard
1 TB Western Digital Caviar hard drive
450 watt Antec PSU

The i5 4590 is a quad core, 3.3GHz CPU, meaning that it's no longer the best CPU to game on. Your GTX 960 also has been outmoded by the 980ti and newer 1070/1080. Because of these facts, it's normal that your hardware is working at its maximum in order to be able to play these kinds of games smoothly.

What we can do for now is to disable unnecessary startup programs.

If you have Windows 7, press Win+R to open Run, type in msconfig and press Enter. System Configuration opens. Navigate to the startup tab.

If you have Windows 8/8.1/10, press Control+Shift+Escape to open Task Manager. Navigate to the startup tab.

Once you're in the startup tab in either window, disable all programs that don't need to be running at all times. If a...

Once you're in the startup tab in either window, disable all programs that don't need to be running at all times. If a program says Intel, Nvidia, GeForce, Graphics, Audio or Sound, then leave it enabled. Those kinds of programs are drivers, they should not be enabled. Disable everything else.

Please note that disabling a startup object does not stop the program from working, it just stops it from running in the background at all times. Background programs are consuming memory, some of the hard drive's read/write activity, and maybe some of the CPU's clock. The less programs running, the better.

You must restart before expecting a difference in performance.

I tried the things you suggested but it didn't help much. I'm using Windows 8.1 pro. I'm wondering if the game is not well optimized because the recommended spec is:

CPU: Intel Core i5-2500K @ 3.3GHz or better, AMD FX-8120 Eight-Core @ 2.6Ghz or better
CPU Speed: Info
RAM: 8 GB
OS: Windows 7 64 bit, Windows 8 64 bit, Windows 10 64 bit
Video Card: NVIDIA GeForce GTX 670 or AMD Radeon HD 7970 / R9 280x (2GB VRAM)
Sound Card: Yes
Free Disk Space: 47 GB

It certainly doesn't seem like a very demanding game to run. And the graphic is not that good either. But thanks for the help

how much FPS do u get? you can see the difference by switching on the vSync... i believe u must be getting more than 100FPS... if u are having a 144hz monitor i do not recommend turning vSync on if u are using a 60hz monitor then turn it on... let me know

im running this game on a core i5 4670K, GTX 680 and i have lowered all the graphic settings to low now im getting around 110-130fps and im using a 144hz monitor and my CPU usage is around 90-98% all times.
