Windows 7 reboot loop

My PC is in an infinite reboot loop. It crashes, the windows logo appear, the screen turns black and then it reboots.

I've tried it all, re-install windows, use an earlier recovery save (didn't work).

not only that, my BIOS is now fulled with dozens of purple dots all aligned in a semi-straight line all over my BIOS menu. Giving the impression that the BIOS is a fault, but I forgot where my BIOS CD is, so I can't re-install that.

I need help.

I don't think it's a ram issue. It only happens when I installed the newest AMD drivers. But even when I try to use the CCC (Cataclyst control manager) it say it's not working.

Not only that, but my BIOS is cluttered with purple dots all aligned in a semi-symetrical line. I put the BIOS into factory reset and it still remained.

I fear this is a hardware issue. I don't have the cash to purchase new parts. FML
