Is this a good choice on DDR4 RAM? If not, what is?

Is DDR4-2133 32GB (2 x 16GB) with a CAS latency of 15 a good choice for RAM? This is for gaming, programming, modeling. If not what would be a good choice for DDR4 32GB?
 
Solution
First question would be what mobo and CPU - which will determine what you can run ;) i.e. if looking at 1151 then 2x16GB is preferable (if supported), if going X99 then would want 4x8GB to utilize quad channel. The data rate of the DRAM will primarily be determined by what CPU and it's memory controller.
Id go a bit higher as 2666 can be had for about the same price. The impact of RAM speed will depend on what you are doing and what the other components are.

For example, its oft claimed that RAM speed has no effect on gaming and this conclusion is garnered by folks testing 3-4 games on their single card systems for average fps and seeing minimal differences. But approach it a bit differently and we start to see some changes:

a) Start looking at min fps and we start to see that that performance gaps widens a bit.
b) Add a second GFX card and with the GFX card bottleneck being removed, we see even more differences.
c) Change up the game list and include games like F1, and wow, that along gives you an 11% difference.

As for application performance, photo work, CAD, rendering, video editing all benefit from faster RAM.
