My motherboard doesn't like this ram, why? Help! (2 parts question)

I have an HP system, HP Pavilion Slimline S5710T

CPU: Intel Pentium E5800
Motherboard: H-IG41-uATX
Memory: 10600 1333Mhz (Downclocked to 800Mhz) (2x1gb 1x1gb sticks)

I went online, bought some 1333 MHz ram 1.5v (10666), it worked with the E5800 down-clocked. Then I purchased a used Intel Intel® Core2 Quad Q9550 and started getting problems. I knew the processor was compatible with my motherboard. However, I discovered I could only use 10600. So I bought some 1333 MHz ram 1.5v (10600), still didn't work! Besides that small difference of 10666/10600, this 10600 is CL 8-8-8-21 and the 10666 is CL 9-9-9-24. I started researching some more and found only ONE post from the entire internet mentioning this motherboard must have CL of 9-9-9-24 ram installed. Is there a reason why it must be that specific ram? I installed my old 10600 ram (doesn't say 1333 MHz on it, in fact it doesn't say any MHz on it), works just fine. Speccy and CPU-Z shows CL of 7-7-7-20.

My other inquiry... The motherboard supports up to 1333 MHz. My Q9550 shows Rated FSB 1333, the Bus Speed shows 333... These old 10600 sticks of ram should be 1333 MHz(I assume because it's 10600), so why aren't these sticks running at 1333 MHz? They're currently running at 1066.


((EDIT: I'm still researching and... looking up this chipset it says it supports DDR3 800/1066, is this why it's showing 1066 MHz on my old sticks? And because of this, I cannot buy ram from G.skill or other manufactures other than HP/Samsung/some-other-odd-brand memory sticks?? I'm so confused lol))

Solution
Okay, so as ODD as this sounds... I took one stick from the 2x2GB stack and one stick from the 1x2gb, 1x1gb stack... (Both sticks were 2gb each), and it worked just fine. I now have 4GB installed in my system. This is what the problem is...

My Original Ram
2GB Stick had Ram chips on both Sides
1GB Stick had Ram chips on one side only, other side was vacant.

The HP Ram
2GB stick had ram chips on both sides
2GB Stick had Ram chips on one side only, other side was vacant.

The G.skill 10600 AND the 10666 sets (2x2GB sets)
All ram sticks only had 1 side with Ram chips.

I took the 2GB Stick that has Ram chips on both Sides from my ORIGINAL ram and the 2GB Stick that has Ram chips on both Sides from the HP stack. VIOLA, that worked. It...

Jesus I feel like that guy in the action movie, "Twister", who got hit by the flying hub cap from a wheel rim... Only i'm getting beat up by RAM......................... My head..... it hurts. I can't think of a reason why even the HP RAM doesn't work in an HP computer.

According to that your PC only can support up to 4GB* ( 2 X 2GB, *Actual available memory may be less), In the memory options you can see what they siad: Must select one of the following options---there are only total 3 options, I think that is too bad. So that both of G.Skill and the HP RAM will not work. You maybe can use 3GB RAM only, because hp may add something in the BIOS, sorry.
Also I don't see the Q9550 in the cpu support list too, even you can use the Q9550, but I think you should keep an eye on your PC, because the Q9550 has 95W TDP, and HP only list the 65W TDP C2D CPUs .

Well, I can kinda see what you're talking about. However...
The 10666 1333Mhz 2x2GB ram worked just fine with the E5800 processor. It was down-clocked, that was all.
I upgraded the Processor to Q9550, it didn't work at first but then I changed back to my old ram (2gb 1gb sticks) and now works.

I'm just trying to get a full 4GB of ram installed. I have looked up the chip set, it supports the 4gb. I tried just ONE stick of the 2gb ram from G.skill, still didn't work. I know both ram slots work as my 3GB dual channel works fine. I know the ram isn't bad as I had the 10666 ram working with the E8500 processor. The Q9550 processor can support these type of ram specs. I'm at a total loss what could possibly be the problem.
