Intel i5 Turbo Boost Question

I am thinking about upgrading my i3-4170 to the i5-4460 or the i5-4590 so I can install the GTX 1070 with no issues revolving around bottlenecking. I know the 4460 can Turbo Boost up to 3.4 GHz and the 4590 to 3.7 GHz.

My question is that when Turbo Boost is enabled, does that mean that all the cores are running that the adjusted speed permanently, like overclocking a K series processor?

Yes and no. As long as your CPU is within its TDP, it will stay at turbo clocks while load is high. However, 3.7ghz is only for one core. It's 3.6ghz for two cores, and 3.5ghz for three or four cores, if I remember correctly.
