is this a good entry level graphics card for games like CS:GO LoL an bf4 could I play these games what settings and fps would I get

Well CS:GO you'll get 100+ FPS nearly all the time maxed, LoL I can't say as I hate that game lol, but it should be well over 60fps maxed, BF4 it should do pretty good, at least 60fps or more on high settings, and maybe even ultra settings.

I am going by 1080p gaming, lower resolution, you'll just get more FPS. Higher resolution you'll get lower fps.
