CPU Speed stuck at 3.6Ghz

Hello,
I had some strange buzzing coming from my PSU and probably also from CPU (or part of motherboard near CPU), I fixed that when I disabled Core C6 State in bios. After that , there is no buzzing, but CPU speed seems stuck at 3.6Ghz - normal speed is 3.3Ghz , turbo core 4.2Ghz. When I tried to overclock to 4.0Ghz without Turbo core in bios, Windows crashed with blue screen. I also randomly get black screen (not sure if it has to do something with CPU, because It crash even though Core C6 State is enabled or disabled). Is that CPU faulty, or something other is?

It was all caused by Core C6 State. If I disable it, speed is stuck, but when I enable it, speed is normal, but there is buzzing sound from PSU.
