OS boot issue

I have a older pc with win xp(SP3) installed. After I start the pc, after the welcome logo, the os loads some programs, it sits idle for about 1 minute and then it loads some more.
During this time i can only open some programs, however most fail to initialize: explorer cannot see any of the partitions (gives the searching flashlight animation), fanspeed loads but does not show any values, everest tries to open but stops at "loading driver".
Only after the 1 minute has passed and the other batch of programs have loaded can I use the pc normally. I used a software to find out which ones are loading:csrss, svchost, sqlserver, wuauclt.

Config: e5200, 4gb ddr2, hdd wd640gb 7200rpm. I removed all other software from startup (anti virus, etc), same issue.

Someone recomended the issue might be caused by .NET Framework 4, and to install a hotfix: KB2571181. This did not solve the problem. I also uninstalled Net F 4, same result.

I'm not sure what the issue is and how I can fix it, any ideas?

Solution
Sounds like whatever is loaded it taking up all the CPU. It may possibly be a failing hard-drive but that is a maybe.

Uninstall whatever you installed that loads during this second loading time and see if that fixes things.
