Motherboard without cpu won't power on

I recently started building a new pc but currently I have not purchased all the parts.
What I have right now is the PSU, Motherboard and Case. I went ahead and installed the mobo
into the case along with the PSU and wired all the power cables and connections from the case
(Fans, Power Switch, etc.)
The problem I am having is that even with everything connected properly none of the case fans/LEDS start up and the psu fan does not start spinning. A green LED does power up on the mobo but that is all. I have done the paperclip test and determined the PSU was not the problem.
Any ideas on what the problem is?

Components

PSU: EVGA SuperNOVA P2 650W 80+ Platinum

Motherboard: Asus Z170-A ATX LGA1151

Case: Corsair 780T ATX Full Tower Case

Most high efficiency PSUs leave the fan off while under light loads since they don't need at low power it and it reduces their power efficiency overhead. (Wasting 2W on the fan while the PSU is outputting 100W is a 2% efficiency handicap.)

I figured as much, I was just a little sketched out at the fact that not even the psu fan turned on, sometimes having someone else come to the same solution as you relieves the stress. Thanks :)

many motherboards will still power on and give power to the pcie lanes without a cpu. i had a mobo with no cpu just used to power a sas hba
