This has been happening for months now with all my games and i don't want to reinstall windows because my internet is really crappy and it will take days to install all my games again!

That idle CPU usage is far too high. Mine is like 2-4% on an I5-4460. What does Task manager show for programs using up the CPU? What ones are using a lot?

Sounds like you have a bitminer trojan on your system.
1) download Roguekiller scan and clean
2) download ADWcleaner scan and clean
3) download JRT scan and clean
4) download Malwarebytes Antimalware scan and clean
5) download emsisoft emergency kit update, scan and clean

All these programs can be downloaded at http://www.bleepingcomputer.com/

WoW has always been a CPU demanding game in the past. Most MMO's are, though many don't use more than a few cores. Don't overestimate new CPU's. They have not been progressing much in the past decade.

sounds like an AA problem turn off AA and see if that fixes it.
AA=Anti Aliasing for some reason nividia is not optimized for AA with WoW.

Other reasons: glitched data try clearing cache and resetting ui without any addons: https://us.battle.net/support/en/article/resetting-the-world-of-warcraft-user-interface

Corrupt data files scan and repair: https://us.battle.net/support/en/article/repairing-blizzard-games

Packet loss there may be a problem with your router or internet connection try doing a pathping test: https://us.battle.net/support/en/article/running-a-pathping-test

And if your are running windows 10 the xbox app can cause huge frame rate drops try uninstalling it: http://www.howtogeek.com/224798/how-to-uninstall-windows-10s-built-in-apps-and-how-to-reinstall-them/

Try changing the power management in Nvidia control panel to prefer maximum performance.
WoW is a 90% CPU based game on an engine that is almost 15 years old it may be newer cpu's just don't run wow very well it is al about raw single core cpu power.
