Power up problem

Hello, sorry if the title is a little, or a lot vague. But I need some assistance with my new pc. For almost a month I've been building a pc, following guides and videos I finished building it. My specs are:
MB: Asus MA79xtd evo
Cpu: AMD phenom II x6 1090T
Gpu: GeForce Gtx 560 Ti
Ram: A pair of corsair 8gb corsair vengeance 16gb total ram cards
Storage: 2 HD's, a caviar 1 TB WD black hard drive and a green WD 3 Tb hard drive
Psu: And a corsair TX 850 power supply, 850 watts.

My problem is this
1. Turns on and off at will.

To be specific, my problem is a stumper. Sometimes the pc turns on fine, boots up to the windows 7 Os install and turns off as its loading. The farthest I've gotten thus far is Os install screen. At times its just a black screen, and at times it gets to just the MB splash screen and off. What I can confirm is that it mostly reaches the bios, and can stay on indefinite in bios. Oddly.
On maybe a related I hear a electrical sound, kinda like a small clicking noise from my pc, no idea why or where it's coming from.

I've swapped out MB, plugged in and off cables, switched the gpu, reapply paste to Cpu and making sure seal is tight, removed and added the ram cards. Nothing works, just the one fluke moment.

Any ideas, or is something off?
 
Solution
Make absolutely certain that the all components (particularly the CPU, video card, and memory) are seated properly and evenly. Also make sure all cables/wires are connected properly.

Swap out the PSU for another as a test (borrow PSU if necessary), and/or try the TX 850 in another computer.

Hmmm, I had a feeling it might have something to do with the psu, unfortunately borrowing is out of the question as most people I know are into consoles or small devices. So a new one might be a good thing.
